Similar to the Sun Halo a few days ago, the suspended ice crystals in the atmosphere can create halo around the Moon as well. The phenomenon can occur when either the wind picks up and carries the ice crystals off the surface, or as it was the case in the picture, when the moon is shining through a cirrus cloud.
